With Griaule's biometric system, Santa Catarina has more than doubled the number of National Identity Cards issued in two years

The daily number of CINs issued in the state has increased from 2,000 in 2022 to 4,500 today; the state is now innovating and starting the first stage of online issuance

Next Thursday (06/11), the Government of the State of Santa Catarina - through the Scientific Police (PCI) - will launch "Identidade Catarina", an online program for issuing National Identity Cards (CIN) that allows citizens from all over the state to request a duplicate document without leaving home. As a result, it is only necessary to go in person to a service unit to receive a duplicate of the finished document. The innovation was made possible thanks to the hiring of Griaule, a Brazilian company specializing in biometric recognition, which has been supplying the technology for issuing IDs to the government of Santa Catarina since March 2023, when the state became one of the pioneers in adopting the CPF for issuing documents.

Griaule's biometric system, known by the acronym ABIS (Automated Biometric Identification System), recognizes faces, fingerprints and traces of fingerprints found at crime scenes, allowing data to be recorded that is used both to issue identity documents and in criminal investigations. With ABIS and integrated tools, the daily issuance of documents has more than doubled since 2023 in Santa Catarina.

"The biometrics system helps both the government and the citizen, since the technology makes it possible to increase the number of cards issued without the need to invest in more service points. It's a tool that generates efficiency gains for the government, brings more security to the issuing of new IDs and, now, there's another new service channel, which brings the convenience of reducing travel. So, issuing CINs with biometric recognition expands service to the population, increases security and reduces costs," says Thiago Ribeiro, Griaule's business director.

2 MILLION NEW DOCUMENTS

The state of Santa Catarina has just reached the milestone of 2 million new CINs issued with biometric identification, demonstrating its commitment to modernization, agility and citizenship. The technology guarantees uniqueness, i.e. that the same person does not commit fraud by obtaining multiple documents under different names. The process is carried out by comparing the biometrics of those applying for the document with the database of the entire population of the state, around 8 million inhabitants.

"Griaule's biometric system uses artificial intelligence algorithms when checking biometric collections. The software uses artificial intelligence at two points: in facial recognition and in the processing of these biometric collections. As a result, the procedure for issuing documents has a lower error rate, allows for faster data checking and thus makes it possible to increase the number of documents issued," says Ribeiro, from Griaule.

By the end of 2025, the number of IDs issued with biometrics in the state is expected to reach 900,000, an increase of 72% compared to 2022. The new National Identity Card has the CPF as the only identification number and will be compulsory from March 2032 throughout the country.
